"The Republican-led House bowed to a White House veto threat Thursday
and stood by the USA Patriot Act, defeating an effort to block the
part of the anti-terrorism law that helps the government investigate
people's reading habits. The effort to defy Bush and bridle the law's
powers lost by 210-210, with a majority needed to prevail. The
amendment appeared on its way to victory as the roll call's normal
15-minute time limit expired, but GOP leaders kept the vote open for
23 more minutes as they persuaded about 10 Republicans who initially
supported the provision to change their votes." (07/08/04)

Gun groups fight rifle ban in court

"Gun-rights supporters filed legal papers in federal court Tuesday
seeking to block Contra Costa County from enforcing its ban on the
sale of .50-caliber rifles. Attorneys representing a coalition of gun
enthusiasts, manufacturers, publishers and retailers will appear in
U.S. District Court in San Francisco on Aug. 12 requesting a
preliminary injunction. A month ago, the groups sued the county in
federal court, charging that the ordinance violates First Amendment
free speech rights and is preempted by state law. ... The lawsuit
argues that the county ordinance infringes on free speech by
effectively barring magazines and newsletters that happen to contain
advertisements for .50-caliber rifles." (07/07/04)

"When Jessica Bartholow's son was born a year and a half ago, she
reluctantly returned to work when he was just 10 weeks old. Although
her employer provides four months of unpaid leave, she and her
husband needed her paycheck. Now, as the couple await the birth of
their second child, Mrs. Bartholow looks forward to staying home for
the full four months. The difference this time? A pioneering paid
family-leave program in California that allows workers to collect
partial wages for six weeks, up to a maximum of $728 a week. Funds
come from employee contributions to the state's disability insurance
