5th Circuit ukase guts 4th Amendment

"It's a groundbreaking court decision that legal experts say will
affect everyone: Police officers in Louisiana no longer need a search
or arrest warrant to conduct a brief search of your home or business.
Leaders in law enforcement say it will provide safety to officers,
but others argue it's a privilege that could be abused. The decision
was made by the New Orleans-based 5th Circuit Court of Appeals. Two

Giant X-ray machine used in drug search

"A 7ft-tall X-ray machine was used for the first time by police who
arrested 35 people during a raid on two pubs in north-west London.
More than 400 officers took part in the operation to scan suspects
for drugs and weapons in Harlesden High Street. Equipment was brought
in on articulated lorries on Friday night, and suspects had the
choice of being strip-searched or scanned. The machine shows a

US loses online gambling case

"Antigua and Barbuda, the Caribbean island nation, won a World Trade
Organization ruling that U.S. legislation criminalizing online
betting runs counter to international law. According to a
confidential ruling to the two countries today, Antigua, with a
population of 68,000, won a complaint that a U.S. ban on Internet
gaming violates WTO accords on commercial services. The U.S. ban has
slashed revenue in Antigua, which developed online gambling to boost
an economy whose main income, tourism, suffered after a series of

"Three weeks after the polls closed, there is apparently a one-vote
winner in a seesaw battle to pick a Libertarian candidate to run for
a Silicon Valley [CA] state Senate seat in the November general
election.Software engineer Michael Laursen received 285 votes in the
Libertarian primary, while his opponent, John Webster, garnered 284,
according to the Santa Clara County registrar of voters. The race
drew attention because of Webster's view that children should be
allowed to have sex with adults, and his sex-related felony
conviction in 1990. ... Webster was ahead by one vote on election

Cynical electorate is uninterested in political process

Electoral Commission warned yesterday. Its audit of political

 Drug crackdown pains patients

"The government's widening crackdown on prescription-drug abuse is
having an unintended consequence: It's making it tougher for people
with chronic pain to get treatment. ... Patients with chronic pain
say the government initiatives are making it harder for them to get
the painkillers they need to battle conditions such as arthritis and
cancer. The crackdown is making doctors more reluctant to prescribe
some drugs out of fear they will attract attention from regulators.
Doctors are also getting more vigilant. One Tennessee doctor turned
in a patient he believed wasn't actually taking a prescription

Woman's gun may have saved her life

"Four years ago, she was helpless as a man robbed her at gunpoint. On
Friday, legally armed with a handgun, she may have saved her life.
And Farmington Hills [MI] Police Chief William Dwyer, who dreaded a

Dwyer said the woman could easily have been killed after she was

New deaf signs: Limp wrists and slant eyes must go

Taiwan's President Chen shot

"Taiwan President Chen Shui-bian has been rushed to hospital after
being shot while campaigning for Saturday's election, the
Presidential Office says. Chen was shot in the stomach at 1:45 p.m.
(0545 GMT) Friday but his condition was not critical, his office
said. The office said the president was conscious and that Chen had
urged for calm. Vice President Annette Lu was also wounded in the

Libertarian seatbelt resister's case continued

"Ken Prazak says he would rather go to jail than pay a $25 ticket for
not wearing his seat belt while driving through Algonquin [IL]. Come
April 30, the East Dundee resident will know whether he will be
sentenced to jail time. ... Prazak filed two motions to dismiss the
$25 seat belt ticket on the grounds the law is unconstitutional. One
motion states the law is a violation of the Ninth Amendment, which
allows a person to retain individual rights not covered in the
Constitution, and another motion claimed he was not afforded due
process as stated in the Fifth Amendment. The third motion was filed
to suppress evidence due to a lack of probable cause. 'They want me
to pay $137 for my right to a jury trial on a $25 ticket, it's
ridiculous,' Prazak said. Prazak is an active member of the local
Libertarian party, and hosts a radio talk show on an Elgin radio

down on the signs. Separate bills approved by the state House and
Senate would ban most highway billboards for businesses where workers
appear nude or where more than 10 percent of the store space is used
to display pornography. Sexually oriented businesses located within
one mile of a highway would be allowed just two onsite billboards:
one with the name, address, phone number and operating hours of the

Arizona Senate approves 80mph limit

"Arizona state senators may be sending negative messages on highway
safety by clearing the way for 80-mph speeds on rural interstates and
rejecting a bill to allow police to pull over drivers not wearing
seat belts, activists say. 'I'm perplexed at the Legislature. They
are essentially saying 'no' to stronger seat belt laws and saying
'yes' to driving faster,' says Michael Frias, deputy director of the
Governor's Office of Highway Safety. The speed limit legislation ...
allows the Arizona Department of Transportation to raise the speed
limit to 80 from 75 mph on roads like Interstate 10 from Phoenix to
Tucson. If enacted, it would be the nation's highest speed limit. But
senators last Thursday voted 19-10 against a proposal [that] would
have allowed police to stop a driver solely for not wearing a belt.
Police can ticket for that now only after stopping a driver on

Bill would penalize people for being high

"Missourians under the influence of drugs could be arrested for being
high if a proposed House bill is passed. Reps. Brian Baker, R-Belton,
and Therese Sander, R-Moberly, proposed House Bill No. 983, which
would make it a Class A misdemeanor to be under the influence of a
controlled substance. Current law prohibits only the possession,
purchase, distribution or manufacturing of a controlled substance.
Rep. Theresa Sander, R-Moberly and Baker said drug laws contain a
'loophole' that prohibits police from charging someone with a drug
violation without physical evidence. Under the proposed legislation,
for example, police could arrest someone for being under the
influence of cocaine even without physical evidence that the person

 Five years in jail for a kiss

"Couples caught kissing passionately in public in Indonesia could be
jailed for up to five years. A new anti-pornography bill before the
nation's parliament includes a ban on kissing on the mouth in public.
The bill also proposes bans on public nudity, erotic dances and sex
parties, reports Sky News. 'I think there must be some restrictions
on such acts because it is against our traditions of decency,' said
Aisyah Hamid Baidlowi, head of a parliamentary committee drafting the
bill. Heavy kissing could carry a maximum penalty of five years in
jail or a �15,000 fine." (03/08/04)

These Guys Ought to Spend A Few Years In Jail--It is getting unbelievable--even for me!!!

An article in Sunday's Detroit News reports that, "Attorney General Mike
Cox, who has gone after child support scofflaws with unmatched fervor,
wants to put deadbeats behind bars for up to 10 years if they owe
$20,000." According to the article, "Cox is pushing a package of tough new
laws that a state Legislature dominated by fellow Republicans soon will
consider."

In the interest of clarifying their intentions with respect to their gold holdings, the undersigned institutions make the following statement:

  1. Gold will remain an important element of global monetary reserves.
  2. The gold sales already decided and to be decided by the undersigned institutions will be achieved through a concerted programme of sales over a period of five years, starting on 27 September 2004, just after the end of the previous agreement. Annual sales will not exceed 500 tons and total sales over this period will not exceed 2,500 tons.
  3. Over this period, the signatories to this agreement have agreed that the total amount of their gold leasings and the total amount of their use of gold futures and options will not exceed the amounts prevailing at the date of the signature of the previous agreement.
  4. This agreement will be reviewed after five years.
